Train Tickets Beijing to Lhasa in May, Permit

We are planning to travel there in May and wondered whether there is a way to get a train ticket WITHOUT the intervention of an agency.

Where in Beijing can one get the travel permit for Tibet (also without using an agency).

Some of us speak Mandarin fluently, so that wouldn%26#39;t be a problem.
